Gabon: relocated Council of Ministers in Port-Gentil, draft finance law adopted

On 18 September 2026, the ministerial meeting in Port-Gentil adopted the draft 2027 finance law. The draft state budget stands at 6,223 billion FCFA, against 5,495 billion the previous year, a 13% increase. The increase comes mainly from borrowing, with nearly 3,000 billion FCFA to be raised on financial markets and from partners.

Why it matters: This matters for the briefing's theme of fiscal policy, as the 2027 budget relies on increased borrowing while investment spending declines and debt service rises.
