Rwanda outlines financing plan for first small modular nuclear reactor
Rwanda's Atomic Energy Board has published a Nuclear Industrial Localization Roadmap setting out potential financing structures for the country's first planned small modular reactor, targeted for the early 2030s. The roadmap states that conventional corporate balance-sheet financing would not be feasible for the project and proposes sovereign support, multilateral financing and structured public-private partnership arrangements. No financing package, construction contract or final investment decision has yet been secured.
Why it matters: The document shows how financing constraints shape energy security planning in African states pursuing nuclear capacity, where most projects remain at the feasibility, regulatory or financing stage.
