Forty-Five Shadow Fleet Tankers Link to a Single Hong Kong Nominee

Windward's visual link analysis identifies 45 Russia-trading shadow fleet tankers connected through 45 single-ship Hong Kong companies to one beneficial owner, a nominee director who cannot be traced. All but three of the vessels share 19 ISM managers with addresses in the same industrial cluster in Sumqayit, Azerbaijan, and 42 of the fleet are sanctioned. The tankers, averaging 22 years old and flagged with Sierra Leone and Equatorial Guinea, changed names, flags and companies as many as eight times since 2023 and became linked only as they shifted ownership to Hong Kong between January and August.

Why it matters: The concentration of shadow fleet ownership and management in Hong Kong, China and Russia bears directly on sanctions enforcement, since most of these tankers are already designated yet remain linked through untraceable nominee structures.

sanctions export controls · supply chain risk · great power rivalry
