Toyo cuts the ribbon on its newly-expanded solar factory in Texas

Toyo Co., Ltd held a ceremony marking the expansion of its Humble, Texas solar module assembly plant, which now has 2 GW of annual module capacity. The company plans a $357 million expansion of the site to add a 1.5 GW heterojunction solar cell manufacturing line it expects to be operational by Q1 2028, with a workforce of 400 employees by then. Toyo also said it is seeking clarification on whether its cells will be subject to penalties if the U.S. Department of Commerce finds circumvention in its Ethiopia circumvention inquiry.

Why it matters: The expansion and the pending circumvention inquiry tie tariff-driven industrial policy to the sourcing of solar cells and wafers, a recurring trade-policy theme in the briefing.
