French Navy Boards Russia-Linked Tanker in the Indian Ocean

The French Navy boarded the tanker DF Peak on the high seas of the Indian Ocean, about 450 nautical miles south of Réunion, according to an announcement by President Emmanuel Macron. Macron said the vessel was suspected of flying a false flag and of conducting illicit fuel transportation activities, and that the boarding was carried out in accordance with international maritime law. The DF Peak was sanctioned by the U.S. government in 2024 and subsequently by the EU, Switzerland, Canada, the United Kingdom and Ukraine; Defence Minister Catherine Vautrin said the ship is under escort and the inspection continues.

Why it matters: The boarding extends sanctions enforcement against Russia's shadow fleet into remote high-seas waters, a theme the briefing tracks.

sanctions export controls · chokepoint maritime · great power rivalry
