Q3 GDP growth on target; Xi on compute; Export controls; Fifth Plenum watch
China's official third-quarter GDP growth was 4.5%, and the Fifth Plenary Session of the 20th Central Committee is to convene in Beijing in a few days. MOFCOM and the Ministry of Science and Technology proposed adding some AI, biomedicine and photovoltaic technologies to the catalogue of technologies prohibited or restricted from export, with comments due November 15 and registration requirements taking effect immediately. Xi Jinping inspected Ulanqab, Inner Mongolia.
Why it matters: The proposed export controls show Beijing using technology restrictions to bind strategic supply chains more tightly to China, a key geoeconomic theme.
