Canada’s EV import quota for China-made cars mostly benefits Tesla
Canada's reduced tariff rate for electric vehicles manufactured in China is initially limited to one year and divided into two time windows. By 31 August 2026, only 15,603 EVs were imported, less than the approved 24,500. Tesla is the biggest beneficiary, having resumed imports from its Shanghai factory, while Chinese brands like BYD are not yet active in Canada. The unused quota has been transferred to the second window, increasing the total available to 33,397 vehicles.
Why it matters: This illustrates the theme of trade policy and its unintended beneficiaries, as the tariff quota designed to facilitate Chinese EV imports primarily advantages a US manufacturer.
