South Korea and Arctic Shipping: A Game Changer on Thin Ice?

On September 16, 2025, South Korea’s Lee Jae-myung administration formally adopted Arctic shipping development as a national policy, and the Ministry of Ocean and Fisheries subsequently moved to Busan. In August 2026 South Korea sent its first trial container via the Northern Sea Route to Europe, and on September 11, 2026, Hanwha Ocean began constructing the country’s second ice-breaker.

Why it matters: For the Arctic shipping theme, South Korea’s entry into NSR use carries sanctions risk and geopolitical risk from the U.S.-Russia-China strategic triangle.
